Throughout the year, Essex Youth Offending Service recruits volunteer panel members for the Referral Order Panel. You need to be aged 18 years or over, live or work in Essex and be committed to helping young people move away from offending.

The role of a Youth Offender Panel Volunteer is to facilitate panel meetings for young offenders aged 10 - 17 who are subject to a Referral Order.

Referral Orders are given to most 10 to 17 year olds at court who plead guilty to a first time offence, and unless that offence is so serious that it warrants custody (in exceptional circumstances young people may receive a 2nd Referral Order).

The Youth Court refers the young person to a Youth Offender Panel. As part of their Referral Order the young people have to attend panel meetings on a regular basis throughout the length of their Order. Regular review meetings will be held to check compliance. These meetings will be held at local community venues and run by volunteers from the community.

You will work with another volunteer, a member of the Youth Offending Team, the young person and their parent/guardian and the victim to help draw up a contract of activities aimed at preventing the young person from re-offending and encouraging them to consider how their behaviour has affected others.

The exact nature of each contract will depend on the individual young person and their circumstances, the offence and the views and wishes of the victim. The young person should expect to be required to perform unpaid community work and to address his/her offending behaviour. Panel members will talk and listen to the young person and other key people involved to agree a plan of action designed to put right the harm already done and to try and prevent further offending.

Panel members aim to:

Ensure young people take responsibility for their behaviour

Encourage victim participation to support the healing process

Bring young people back into the law-abiding community.
